Hemp for Victory: Uncle Sam's Green War Film?
During World War II, the United States government produced a propaganda film called Hemp for Victory, urging American farmers to grow cannabis hemp to support the war effort. This came just five years after the Marihuana Tax Act of 1937 had essentially criminalized the crop. The military desperately needed hemp for rope, parachute webbing, and ship rigging, so the USDA distributed seeds, offered draft deferments to hemp farmers, and even waived processing fees. By 1943, over 300,000 acres of hemp were registered across the country, including in the heartland states of Kentucky, Indiana, and Wisconsin. After the war, the government quietly reversed course, returning hemp to its restricted status, and for decades officials denied the film even existed. Cannabis historians rediscovered it in the early 1990s, making it one of the most fascinating contradictions in the history of American drug policy.
